COMMUNITY ENGAGEMENT AGREEMENT
Opportunity for community agencies to engage in tobacco prevention policy campaigns in HAYWARD, SAN LEANDRO, AND NEWARK.
This Request for Applications (RFA) will fund ONE ENTITY for the amount of up to $2,499.

AGENCY AND PROGRAM BACKGROUND
EDEN YOUTH serve as the Local Lead Agency (LLA) for tobacco prevention and control efforts in HAYWARD, SAN LEANDRO, AND NEWARK. In this capacity, EDEN YOUTH is responsible for developing and implementing a multi-year comprehensive tobacco control plan that is subject to priorities and guidelines set forth by CTPP and is based on results of a community needs assessment and prioritization process
During the current funding period, which is effective from July 1, 2025 to June 30, 2028, the program’s comprehensive tobacco control plan includes the following focus areas:
1) Advance efforts by cities in HAYWARD, SAN LEANDRO, AND NEWARK to adopt a policy that requires all retailers to obtain a more comprehensive tobacco retail license (TRL) and/or eliminate the sale and distribution of flavored tobacco products and electronic smoking devices (ESD);
2) Facilitate the process for cities in HAYWARD, SAN LEANDRO, AND NEWARK to adopt a policy that eliminates the use of all tobacco products, including ESDs, in public outdoor nonrecreational areas;
In addition to the program focus areas outlined above, EDEN YOUTH convene with a countywide coalition of stakeholders and community members that meets on a QUARTERLY basis to coordinate tobacco control efforts across ALAMEDA COUNTY. This group, the ALAMEDA COUNTY TOBACCO CONTROL COALITION (Coalition), consists of more than 30 community representatives who want to make a difference and are dedicated to preventing and reducing tobacco use through empowerment, mobilization, education, advocacy, and coordination of services at the local and state levels.

COMMUNITY ENGAGEMENT AGREEMENT
Through this RFP, EDEN YOUTH intend to fund ONE qualified organization serving residents of HAYWARD, SAN LEANDRO, AND/OR NEWARK to conduct an educational awareness campaign with the purpose of increasing knowledge and involvement from community members and stakeholders in tobacco retail licensing (TRL) efforts.

Conduct 5-7 trainings for approximately 20-30 volunteers and organizational partners to increase their knowledge of skills needed to carry out campaign tasks and tactics. Training topics may include, but are not limited to: community organizing, letter writing, meeting facilitations, peer-to-peer training, public speaking and presentations, social media use, media advocacy, and spokesperson(s) media interactions.

Conduct 8-10 educational presentations to 60-80 participants. Presentations will be made to community groups identified in the Midwest Academy Strategy Chart (MASC) planning process as potential supporters for the objective. Provide a sample and request a letter of support or other specific action from community group(s) at each presentation.
As a sub activity, the agency’s task would also be to conduct community outreach to engage other community members and organizations in the MASC planning session for the appropriate jurisdiction.

To improve staff understanding of community knowledge, attitudes, and perceptions regarding a comprehensive tobacco retail licensing policy, a public opinion survey will be conducted with 75-125 residents in each jurisdiction for a total of at least 150-250. A convenience sample will be recruited from the general public at local community events. The survey instrument and protocol will be developed or adapted in consultation with the Tobacco Control Evaluation Center, pilot tested, revised, and tailored for use with the intended population and cultures. This pre-measurement will be conducted in one wave before the policy campaign. The survey will be conducted in-person with mobile or pen-to-paper method using peer educators and promotoras to reach diverse priority population groups and Spanish-speaking residents. Data will be analyzed using descriptive statistics and inferential statistics to document support/opposition to policy strategies, knowledge, awareness, beliefs, and demographic information provided by survey participants. Findings will be reported and shared with program staff, data sources, and other stakeholders to inform next steps and improve interventions. Lessons learned will be used to measure change over time and support our community engagement and policy campaign strategies. When more than one person will be collecting data, a data collection training is necessary. All data collectors will be recruited, trained, and assessed for readiness to administer instrument protocols by mock practice and self-reported pre-/post survey.
The work to be performed under this solicitation will support EDEN YOUTH’s tobacco prevention efforts in HAYWARD, SAN LEANDRO, AND NEWARK and, as such, all activities by funded projects must be conducted in coordination with EDEN YOUTH staff.
All funded projects should plan to have all materials created for the purposes of this project reviewed by EDEN YOUTH staff at least five business days prior to the intended usage date.
Presentation and media materials should be created in conjunction with EDEN YOUTH staff.
ELIGIBILITY
Eligibility for funding is limited to organizations located in/or serving HAYWARD, SAN LEANDRO, AND UNION CITY communities. Applicant agencies must demonstrate their ability to plan and implement an educational awareness campaign in the following target communities: HAYWARD, SAN LEANDRO, AND NEWARK.
Eligible agencies include:
Nonprofit organizations with tax-exempt status under Section 501(c)(3) of the Internal Revenue Code
School clubs
Faith-based organizations
Other community-based agencies supported by a fiscal agent/sponsor
BUDGET
A maximum of $2,499 has been approved per CEA. As described below, all applicants must submit an expense plan that outlines the costs for proposed activities.
APPLICATION REQUIREMENTS AND SELECTION GUIDELINES
Submissions should consist of one (1) PDF document that fulfills the expectations listed in the Response Requirements section below. In addition, applications must include a proposed expense plan or budget that outlines the cost of implementing proposed activities for an amount not to exceed $2,499.
Response Requirements:
Bidder Profile: Contact person, contact information, name of the person authorized to bind the organizations, federal tax ID number, project name, and funding amount requested.
Fiscal Agent Profile: Name of the organization, contact person, contact information, federal tax ID number, and name of the person authorized to bind the organization.
Qualifications: Provide a brief description of your organization, including experience working on similar projects Also, please outline the years and types of experience working in the target communities of HAYWARD, SAN LEANDRO, AND NEWARK Describe special circumstances that make your organization best suited to fulfill the CEA outlined above.
Proposed Project Description: Provide a description of your proposed project, including goals, timelines, intervention activities, and roles/responsibilities of persons responsible (ie staff, volunteers, etc) Describe how the proposed project will support the overall efforts of tobacco retail policy campaigns in HAYWARD, SAN LEANDRO, AND NEWARK and how members of the target communities will be involved.
Proposed Expense Plan:
Provide a description of how the requested funds will be used. Within the description, please list who will be responsible and the cost for implementing each of the proposed activities. In addition, please list any materials or services that will be provided in-kind. Please be aware that funds received under this agreement cannot be used to fund any political activity or lobbying. In addition, if funds are used to purchase gift cards, the vendors where these incentives are purchased from cannot sell tobacco or alcohol products.

SELECTION RATIONALE AND PROCESS
Successful applicants will be selected based on the following:
1) relevant experience;
2) cost- effectiveness;
and
3) demonstrated ability and commitment to complete the CEA requirements within the designated communities.
A review committee will be established and responsible for reviewing applications that are submitted by the deadline and meet eligibility criteria.
*Late applications and those not meeting eligibility requirements will not be reviewed.
